General Services Office (GSO) Overview
The General Services Office (GSO) served as a key player in managing human resources and in providing comprehensive support services to the Provincial Government and to the province. In 2023, the GSO has been dedicated to developing plans for citizen welfare, aligning with provincial government mandates, as well as overseeing properties, maintaining essential services, and enhancing community well-being.
In relation to this, the GSO undertook a set of construction, repair, and maintenance projects across various government facilities in the province. These key accomplishments included the construction of a Powerhouse at the PGO San Jose Sub-Office and the repainting and improvement of the Provincial Satellite Office Main Building in San Jose.
Additional projects encompassed the repair and improvement of various hospitals, such as Abra de Ilog Community Hospital, Santa Cruz Community Hospital, San Jose District Hospital, Sta. Cruz Community Hospital, and Lubang District Hospital. The GSO also addressed infrastructure needs, including the repair of the Provincial Tourism Office, repainting of the Capitol Building and facilities at the Capitol Compound, as well as maintenance tasks such as troubleshooting electrical lines, roof repairs, and the installation of Christmas lights and decorations across the Capitol Compound and sub-offices of the Provincial Government.
Property and Supply Management Initiatives – 2023
In 2023, the General Services Office (GSO) completed several initiatives to enhance Property and Supply Management across the province:
- Added new members to the Property Supply Division to improve efficiency and effectiveness.
- Submitted the RPCPPE and RPCI to the Commission on Audit (COA) in accordance with the Accounting Manual.
- Implemented a process flow for supply and property management.
- Soft-launched the GAD-IANO App, facilitating the creation of 14 different GSO forms for property and supply record-keeping.
- Established repair procedures for items returned to the office and departments.
- Introduced new forms to enhance the OMNIBUS guideline, including:
- Waste Material Report (WMR)
- Pre-inspection and Post-inspection forms
- Property Transfer Report
- Acceptance and Inspection Report (AIR)
- Conducted pre- and post-inspections and created an itemized goods list to guide the following projects:
- Main Building at San Jose, Occidental Mindoro
- Repainting & Improvement of Provincial Satellite Office
Human Resources and Inventory Management – 2023
The GSO conducted inspections for equipment repair, ensuring necessary repairs were undertaken. An Inventory Committee and Teams for the Supply and Property Sections were also created, conducting physical inventories in accordance with COA guidelines.
The GSO has a total of 278 personnel who collaboratively carried out activities in 2023. Other undertakings included recruitment, selection, and placement activities, including promotions within the office. The office also implemented learning and development initiatives where employees participated in capacity-building sessions, seminars, symposiums, and workshops to enhance skills and knowledge.
Additionally, the GSO implemented a rewards and recognition program to acknowledge long-serving employees and those with exemplary attendance records. The office successfully conducted training programs, orientations, and workshops, ensuring continuous professional development and adherence to government guidelines.

The GSO’s diverse efforts in 2023 contributed to efficiency, professionalism, and improved quality of life for the people in the province.
